The « Observatoire des métiers des télécommunications » is an organisation created in 2003 by all the trade union organisations and companies from the French Telecommunication Branch in order to supply telecommunication practitioners and managers, human resources managers and trade unionists with a competency framework and studies enabling the understanding and anticipation of competences and skills evolutions.
In 2009, the active members of this organisation are representative of the 5 trade unions of telecommunication workers (CFDT, CFTC, CFE- CGC, CGT, FO) and the UNETEL-RST. The UNETEL-RST groups together the companies in the area of activity of telecommunication in France, it manage collective agreements. The national telecommunication collective agreement was signed on april 26, 2000.

The Observatoire mission is to product and share information providing a clear and branch-wide agreed reference for telecommunication skills and competences in a long-term perspective.
The primary mission is to create and update a stable reference framework for competences and skills which are really specific to the telecommunication companies in France. Its purpose is to provide global competences that can be used and understood by everyone and adapted into different telecommunication business contexts.
The secondary mission is to observe the changes in skills and competences of telecommunication practitioners according to the fast moving developments of the market and its technologies, focusing on relevant trends for all the companies in France.
Because telecommunications companies are adressing new areas of business (on-Demand contents and gaming, new consumption modes and user demands) and facing new technological challenges (high speed broadband access networks), the main purpose of those prospective studies is to provide HR managers and trade unionists with a complete and shared knowledge on critical evolving competences for telecommunication practitioners.
Beyond a simple job profiles nomenclature, the Observatoire releases a complete competency framework based on a very simple structure:
The first dimension is the domain. The Observatoire has identified 4 domains which are 4 singular competences areas :
For each competency the Observatoire gives a complete description of relative skills and knowledges. They are intended to be exhaustive.
The Observatoire also releases full reports of these prospective studies. Contrary to the competency framework, these reports are only available to HR managers and trade union representatives.
The Observatoire methodology is rooted on direct participation of all telecommunication practitioners and HR managers facing the changes of technologies, markets and companies structures. For every subject and competences area, experts working groups are established comprising all needed telecommunications practitioners and HR managers, as well as qualification and certification providers if necessary.
Under the guidance of the The Observatoire board, a dedicated project manager is working on workgroup management, reports writing, event and on-Line communication.
